One thing to point out is that the vampires might just keep the people
around for food and manual labor.
I personally would tone down the suity aspect and make it more dark and
gritty, but that's my campaign's style. The general concept is very good,
and would be strange enough (a group of vampires? In HoE? Are you sure
their not Radiation Vampires? Are they at least MUTATED Vampires?) that it
might through a jaded posse off.
