Theoretically, the Vatican wouldn't have gotten destroyed in the Last War. 
Maybe they got some missionaries sent over with some equipment from the 
Fallout Shelter Living Swiss?(Perhaps the Vatican had to flee to Switzerland.)

Savannah, being blessed by God, might have survived the Last War and be 
inviolate to the hundreds of dead walkin' around the East, so perhaps there's 
a whole bunch of Preachers who have set up shop there. (Who else is going to 
provide food? Can't leave Savannah or you get eaten by Zombies...)
