Why would Throckmorton shield the headbanger chips of heavily armed thigs 
with guns?  Shielding is expensive, thugs with guns are cheap.   

Green hats, probably shielded.  Red Hats, DEFINITELY shielded (if they even 
have the headbangers and don't have some other non-lethal device that allows 
use of combine equipment).  

But you only shield things you care about.  And Throck doesn't care about the 
Black hats.  the renegade Black Hat archetype shows that the chips used are 
even faulty sometimes.
