Yes, and yes.  I think you've interpreted that correctly.  If this is
correct, a crafty Black hat could also _intentionally_ plant a Mark I
weapon as a small bomb.  Just put it somewhere likely to be lethal (say,
duct tape it to the underside of a gas tank), and make sure everyone
with a chip is two yards away from it. Two minutes later - BOOM!  For
that matter, a Black Hat could even use a Mark I weapon as a "grenade
with a two minute timer" in a pinch, like if he runs out of ammo.  He
just needs to lob it two yards away from himself and his similarly
chipped compatriots.  Whee! :-)
