I think this was said already, but no, they aren't the same. One is an
abomination that full-on, 100% of the time, is controlled by the manitou.
There is no dominion, there is only one "entity" in charge. The other is a
free-will and a manitou vying for control in one body. There's a
power-struggle going on. That's like saying Harrowed and Walkin' Dead are
the same, which the books clearly state they aren't.

I'm still not convinced. If the Doomie's faith isn't really faith, they
why is the skill spirit based? It seems to me that the Doomsayer's belief
in the Glow is what is giving him the ability to cast miracles. It's not
the same (although it is similar) to a syker's blastin', that's pure skill
and training and mental discipline. For the Doomie the driving force is
his own belief in the power that is giving him these abilities. If that
weren't the case then there should be rules somewhere for non-doomsayers
being able to cast doomsayer powers.

It's not right to say that this kind of faith works one way and that kind
of faith works another. Faith is faith, if that's not the case then there
should be a different skill, or a way for the "faithless" to use the same
powers/abilities as the "faithful".
