The reason there are so few Templars in those adventures is because the adventure is supposed to be for the posse.
If there were a large number of Templars in the area the Posse would become superfluous to the problem at hand.
As to how many there are, that number is vague on purpose to allow individual Marshalls freedom in describing their campaigns.
