I'd have to agree with Jeff here - higher tech mostly affects weight on 
the lower end of the scale, and increases max. AV protection on the 
higher end.

As for damage getting through armour, I don't mind that at all; 
whenever you get hit with a high-velocity bullet, there should be some 
chance of it causing damage, even if it is bruising damage.  Then 
again, I run a pretty gritty Deadlands game!  :-)
