Number 2 sounds good to me, I mean if the spirit fetter is draining all of 
the power out of their manitou it stands to reason it would drain any other 
power if they could channel it from the hunting grounds.  Also since they 
have mangled their spiritual side with so much physical augmentation perhaps 
they just do not have enough of a spiritual presence in the hunting grounds 
to draw energy from it.
