[HOE] Handling chips properly (was Goings On with "The Boise Horror"...)

He shouldn't be able to do that, for several reasons.

First, one player can never have more than ten chips. This guy had 13. (HOE107)

Second, you can only use one red and one blue chip on any given roll, and after
you do you can't use any more lesser chips. (HOE109)

So this guy should have had 2 white, 5 red, and 3 blue (assuming he discarded
his lowest chips when he had to discard), and at most could have used 2 white, 1
red, and 1 blue on the Strength roll.
