Alright then, here's a simple answer.  Yes, EMP works against any gizmo with
electronics.  Unless it's an unusual hover tank that has been
extraordinarily hardened against EMP of course.  I'd make the TN automaton
like which is either 9 or 11 if I remember correctly.
