This reminds me of an issue I encountered with Cyborgs.  The cyborg EMP
shielding gear says it makes the user completely immune to all EMP effects.
On the other hand, the doomsayer EMP power seems to suggest it can effect
even EMP shielded things, albeit at a higher target number and strain.
Which one wins?
