As I understand it, yes.  A firer can choose how many bullets he wishes to
fire in multiples of three.  Therefore, the person in your gaming group with
more bullets than sense can choose to fire either 3, 6, or 9 bullets (in 1,
2, or 3 bursts respectively).  Of course, it is my opinion that a player
should declare their intentions before any dice rolling is done.  Either you
are spraying on full-auto, or you're not.  If you are taking the wall of
lead approach, you don't really have time to evaluate the success of each
bullet before firing the next.
