As I understand things (though I don't know much about firearms), various
modern military weapons have 3 settings: single-shot, burst, and
full-auto. In HOE, I would therefore give a player the options of
single-shot (ROF 1), burst (ROF 3), and full auto (ROF 9).

And yes, you'd have to declare your selection before any dice were rolled.
