I think visual ECM is clearly intended to work on all visual sensors, like a
predator cloak. Of course, your marshall can rule it however he wants. Here's a
house rule that you might ask him to consider, if he thinks near-invisibility is
too easy to achieve:
As it stands, ECM follows the same slots/drain table as basic sensors, so it's
easier to make a predator cloak than a radar jammer. I'd suggest reversing that
table for ECM, so Basic Sense is 8, Enhanced Sense is 4, Energy Sensor is 2, and
Spirit Sight is 1. That way it's relatively easy to make a radar jammer (it's
really just a high-powered broad-band transmitter, after all), but hard to make
an invisibility device.
