A proposal was recently put forth in a hearts game I was playing...
something along the lines of a "lay down"... "the rest are mine"
Anyone brave programmers want to look at the MHearts code and/or
Blackout code to add that?
Also.. the Wizard code is still in need of a retro fit to use the
new blackout code as a basis. The current incarnation of the
wizard code is broken (and I have no idea why).

The verify wouldn't have to be that difficult. Start with the requirement
that you can only claim immediately after winning a trick. If any other
player has at least one card that can beat any of the claimer's cards, then
the claimer doesn't get to claim. That way claim only works when it's
guaranteed that the claimer will win all the tricks no matter what. (This
can work in hearts, but not in Wizard.)
If you're concerned about someone using claim to get information about other
player's cards, a claim should send the same messages to everyone. When the
claim succeeds, everyone gets "so-and-so successfully claimed the remaining
tricks." When the claim fails, everyone gets
so-and-so failed to successfully claim the remaining tricks."
