Actually, that might work.  I trust the mayor is secretly "pardoning", and
at the end of the day we only see "jimreed has been granted a pardon."

Not sure if this necessarily hurts the bad guys, but it would make the
game a little screwier.

So, Ted and Richard, who wants to write a game simulator?  Write rules
like "masons never vote to lynch masons unless jimreed is a mason in which
case it's random" and then run a bazillion games.  See how the different
roles and game sizes affect outcomes.  At a basic level, this stats
gathering has been done:
