I like this best. But will have to make it an option.

Yep. as there is now in werewolf for late voters (who, depending on their
orientation, can decide the fate of teh game)
however, in this, you don't necessarily know who the lead two targets are.
If you vote last, sure... you can re-vote (adding 1 more dollar) to the
vote. But it'll only make a difference if you voted for 1 of the top
two.
else, you now know that your target was in (at least) 3rd position.
So now you can cast a $1 for random other targets... until you find one
of the top 2.
And being inmates... I'm leaning hard to the "once you cast a
vote... you've lost that money... but may cast additional votes." so,
being last, you can make the decision, but it can still cost you.
