Yes, certainly.  Insulation keeps heat in or out.  Walking creates heat in the
body.  Why do you think he does not want to walk in the heat?  Seems the
preferred practice is not to walk your dog, clipped or not clipped, in 94 to
100 degree heat.  Dallas is very humid as well much of the time.   If a poor
dog was left in the heat and humidity, you can be sure it would move as little
as possible and find the best place for heat protection.  The coat would
afford some protection from the heat as long as it  could find a cool place or
a less hot place.  The absence of undercoat would let the outer guard coat
dissipate as much body heat as possible.  The white outer coat will reflect as
opposed to absorb some of the direct sun and heat.  Certainly there are limits
to all of this and these limits are reached real fast in 94 to 100 heat and
humidity, so keep you dog in as cool a place as you can.  Walk them at night
or early morning.
