She needs to get a copy of ALL the ordinances applying to animals, not
just the noise ordinance. I can try and find it again but, an ordinace
somewhere here in Ohio was declared unconstitutional because yu cannot
keep a dog from barking 24 hours a day. The other thought is to go to
council and try and get the ordinace changed.

Cats don't need to be lisceced but they can't run at large and create a
nusance. Maybe the neighbor's yelling is in vilolation of the noise
ordinance?????
