Two things, puppies like children go through several
growth phases that encompase fears, she may be in one
of those phases, she is noticing things and not
feeling in control of the environment.  

You can help her get her mind off of it by having a
lushious treat, mine LOVE hot dog pieces in a cuped
hand out in front of her over her head.  Let her
smell it and then lead her with it.  It is the
ultimate picture of carrot and stick.  Make sure she
gets the treat after walking a few paces and praise
her warmly.
