I just remembered that my first girl got all itchy and chewy at about 
that age, my vet suggested adding Omega 3 fatty acids to her food, he 
thought she was growing so much, that she needed the supplements, the 
itching stopped.  It's been so long ago that I can't remember what I 
gave her, but it was a powdered supplement that the vet carried.  A 
while later, I changed to a better quality lamb and rice 
based food and she has done well since, she was on the supplements 
long enough that the itching stopped before I changed foods.
