The problem with this is that clubs have had too many problems trying to get rid of abusers.  Clubs are volunteer and frequently without adequate finances to be able to devote the time and $$$ to get rid of unethical breeders.

As a matter of fact, you can even find a few websites that advertise membership in the GPCA when they are not members.  Short of expensive legal action, there's no way to stop them.
