It's the "other people" that are the problem.  My one neighbor is a classic 
example, I'm afraid.  They are lovely people, but they haven't a clue when it 
comes to their animals.  We have even given them the application forms from 
Concerned Citizens for Animals that gets them a spay/neuter for $15, hoping 
they would have their cat done.  (They wanted the children to have the 
opportunity of seeing the babies!)  Well, it wasn't until we got tired of 
caring for kittens that seemed to appear and ALWAYS need some type of medical 
attention, that WE had Cupcake spayed.  Now, the one dog, which everyone 
thought was spayed, had a litter of pups!  They found homes for the pups, but 
I doubt that the bitch will be spayed.  Really this doesn't surprise me - the 
family has 9 (yeap, folks, count 'em, a full baseball team!) children!
