SNAP and the Houston Humane Society both spay at 3 months and 3 lbs.  They 
have done lots of dogs and cats at early ages and have been doing them for 
several years.  I am not saying that there are never complications but very 
few.  I talked to the vets who do these and several other vets extensively 
before I had my 3 and 5 lb min pins done.  They were grown but still tiny.
