This is the same reason I, on occasion, us the prong, or pinch collar as it's 
also known, on our guys.  We were first introduced to this type of collar by 
our obedience trainer.  She showed us how to fit it properly, and use it 
properly.  With our youngest male, just the smallest amount of pressure 
causes him to "sit up and take notice".  After using it only once or twice, 
we have no problems with the dogs on walks, even when there are massive 
distractions.  It's so much more enjoyable to be able to walk without having 
a constant tug of war with an unruly dog.  Actually, you can probably do more 
damage to the dog by constantly pulling on it's neck with a regular collar, 
as opposed to giving a lit correction with a pinch collar.

As for harming the dogs, we have not had any problems with this type of 
collar damaging the neck, although if used incorrectly, ANY collar could do 
harm.  Unlike a choke collar, the pinch collar will only close so far.  Our 
trainer also had us wrap the collar around our bare arm and pull it tight.  
It was more cold than painful.  Our pyrs have such thick hair around their 
necks, that I sometimes wonder if it has any effect at all <G>.
