It is the "job" of the GDC or any registry for that matter to "spit out
information".  it is the job of the breeder or the parent club or whomever
to make sense of those numbers and to educate others how to make sense of
them also.  No geneticist in the world can be of help if he/she does not
have the raw data.  And it is raw data that registries collect.  GDC does a
better job than the others because it collects and releases all information
and it keeps that information in a database that relates the dogs to each
other.  So it is in a very large sense a "relative background".  What you
do with that information is up to you.  However, if we cannot convince
people to use the GDC how is any of this data going to have an impact.

Let me also say that GDC was founded by some of the most experienced and
involved geneticists and academic and practicing vets in the world.  It is
made up of people who are genuinely interested in dogs.
