Yummm, butterscotch pie...tasty! Mean ppl suck! Especially when it is about dogs. Your too sweet! And that is great! We need more kind caring ppl like you. And this is a lead in to my war story. This was a while back and we didn't live here. I was the same way with my neighbors.  Who were also dog owners. I even gave them dog treats I baked. The situation got worse for awhile. I did everything I could to negotiate a resolution with the neighbors over the dog barking problems. And that was just it. They were using my kindness to get things. Then I started researching there dogs behaviors. I put info of their dogs breed with info from our dogs breed, and gave it to them. I only called once to report a neighbors dog, and from then out they left my dog alone. I dunno if this helps. It is just a situation that I have gone through. 
Emmett is a runner. He escapes us frequently.  We open the door, and he is gone...like a bolt of lightning. We walk him A LOT! And he just thinks it is a fun game to get us to chase him. I had one problem one time with a neighbor here...that is a Scotty dog owner. And after a discussion about Emmetts breed. He apologized, and we haven't had any problems since.
As for your light sleeper...you might give him a handy real estate relocation guide. I would point out that your dog is not the only one that barks in the neighborhood. My dog usually barks because there is something that concerns him. Your neighbors should be grateful that your dog is protective, and alerts you when there maybe something that you should be aware of.
Pyrenees are very protective anyway, and when something moves in a neighbors back yard the dog maybe viewing them as secondary family; therefore, barking to protect them too.
Frankly, we sing with Emmett...lol We howl like a pack, and if the neighbors don't like it... they can piss off.( sorry got a little intense)
