76th Street would be considered Upper East Side in Manhattan.

There are a lot of big dogs in the city ( and lots of those five pound
things that are called dogs but I'm not sure what they really are!)  I had a
Great Dane when I lived there and later had neighbors with one as well.  I
found it easier when I considered moving back to find an apartment that
would accept a dog than one I thought was suitable for my then ten year old.

Paris is the real center for dogs in public though, they are even served in
restaurants!
