I'd say that even in national chains the outcome
mostly depends on who owns the franchise, and somewhat on the laws in the state.
(most national chain stores of any type are franchised) Our pet store in town is
not a chain store. Employees testified at court hearings that pups that were
sick (instead of receiving medical treatment. After all, they only cost the
store $50.00 for each pup at the time) or there too long and did not sell were
euthed and tossed in the trash. The owner was heavily fined. Not for euthing,
but tossing them in the trash was illegal.
