Ultimately it's the fact that there even were dead puppies that is the shame
and problem.  This is an instance where the law needs to be changed to deal
with the real offfense - animal neglect and abuse because it makes a better
business outcome than care and treatment, but at least they were punished
for something.

My former brother in law was an attorney in New Jersey and told us a bizarre
story about a client being prosecuted for animal abuse for shooting a
squirrel in his house with a shotgun.  He claimed the squirrel was a menace
so he shot it in the family room.  I can't imagine how much damage there was
both to the house and the psyche of his children by such an action (or the
consequences of keeping a loaded weapon in the house) but the Humane Society
brought suit against him for abuse and won.
