I quite agree.  We have one pet store that is notorious for having ill
animals all the time--and people take the attitude, "well, I can still buy
food/supplies there, I just don't get animals there."  Which does nothing to
stop the irresponsible owners.

But what can you do to get laws changed when even people who are supposed to
be animal lovers take that attitude?

We've started going to Petsmart for our cat/rabbit supplies, and I must say
I'm impressed with how they coordinate with local shelters/rescue/etc.  Most
of the smaller pet stores in our area are have stopped selling animals
altogether--not even fish.
