It is a complicated subject, but not out of context at all.  The statement is simplistic at best and could be misleading at worst (if one was prone to jumping to conclusions).  It is a very complicated subject with many variables.  That's why (one of the reasons)  they differentiate between "heritable" and "directly genetic."  Bottom line is different genetics may (note the word "may") experience a different rate of occurrence.  I would be hard pressed to term one of the main researchers in the area at the University of Colorado as "foolish."   Please note that I did not indicate the opposite i.e. all cancer is genetic based as that conclusion would be very premature and probably wrong as well.
