About rank ... anyone who has played Paranoia should
know that rank doesn't really mean much except on who
specifically gets the blaim when an assignment fails.

As for if people abuse rank, that's an easy solution. 
Bring in an NPC of a higher rank and have them take
charge, but use the lower ranking players as
consultants to determine the course of action.  This
is war time after all, and there are a lot of higher
ranking people floating around.
