A PDF could be used to preserve the layout of the book.  Incorporating a scan into a PDF could do that.  If you re-typed the text and assembled it into your own PDF, that would be different, but the layout is not part of the OGL.

On a different note, is there errata for the pilot class?  Navigation and Leadership, two qualities I would think would be absolutely necessary for a pilot, are not class skills.  This doesn't match up with the pilot from Hell in the Hedgerows, either.  Should these be class skills?
