There is no max. for deltas (the book says so under the part about init.)
There really isn't anything that you can for someone who just rolls well.
Well actually there is, the char. gets a reputation about being a real
bad-ass and he starts finding that all the bad guys start attacking him
first and using their really big guns on him. What's worse is they start
playing smart. They hide behind cover and wait for their turn to come
around, then they pop up and shoot him. Worse yet, when it comes to see
who goes first it's a simple opposed speed test, not an init. roll, so the
gunner doesn't get +5.
Or maybe they just chuck grenades blindly, close only counts in horseshoes
and...
There are lots of ways to take on someone like this.
You could even go REALLY extreme: Delta's in town have heard that he is
the Man and so they start challenging him to try and get some respect.
They're not bad, just punk kids who don't know any better...

The official word is that Goliath's +5 add to all str. related rolls. They
can take 10 wounds per his location and add +5 to all stun rolls. They are
supposed to be tough.
As to how to deal with them? My team (bouncer, tough, blaster, tk) all
took him on and just barely won. The tough kept him busy as best as he
could while the blaster blasted, the tk interfered and my bouncer shot at
him with AP ammo and an automatic shotgun. It was tough, but we took him
down.
