These are issues I'm tackling in phases 2 and 3 of the campaign, where the
focus is on proving the criminal links between the government and the Mafia.
My feeling is that the only way to overthrow Kennedy is through mass revolt
by the populus; for that to happen, they need proof that their government is
corrupt, criminal and unethical.
So the Mafia and City Hall are big players at that point. I need to
foreshadow this a little, leading up to the Mafia attempting to bomb the
District Attorney's Convention at the end of phase 1, but I don't want to
make them too prominent just yet.

That's got real potential. Hmm. A few sessions ago, the PCs were the DP unit
trying to take out the Defiance in Milwuakee (well, Delta Warriors, but they
don't know the difference). It'd be fun to turn the tables on them with
this...
