In the case of being blind, I would require the huckster to develop a new
way to handle his hexes.  

ie - he would have to create a new style of hexslinging, requiring
incredible knowledge: occult roles and buying a new skill (and hexes) from
scratch.

If his vision is ever restored, then the original hexslinging skill and
hexes could be used again.
