Depends on how you run your game. In my game, I am the
final say. 

Printed material is but an added bonus there to
mislead players who travel a little further into the
source books than their lowly status would generally
allow. While many concepts are carried through into my
game, many are not. As different ideas come to mind
they can be slotted into place to better flavour the
plot. 

So in this situation I respectively disagree. The
printed material is but a beginning, not the be all
and end all. I would rather improvise and adapt as a
Marshal, than merely read off adventures in rote form.
The setting isn’t static, it’s fluid. 

America is certainly where the game is generally set.
My own band of adventurers is walking their way
through southern Nevada at present. 

The original post to this thread concerned British
ambitions and goals. Answers to these questions should
be tempered with more of a worldview as benefiting an
empire (at that stage). So when looking at British
motives, America isn’t the center of the universe.
They haven’t even managed to field a credible cricket
team. ;-)
