I have to agree with Soothsayer
For Me the vision of my campain world comes first,
then the Rules and world setting, and then finaly the
source books (if i use them).
Every GM should have a Idea of what He or She Wants
and incorperate material as needed. I am currently
working on my first DL campaign, and using alot of
other source material out side the setting for
flavor...  For My DL game europe has basicaly the feel
of castle falkenstien, the Seelie have not come over
to the US and are pretty far and few inbetween in the
UK, but thats What Europe is dealing with as thier
part of the reconing.
As the GM it's your world and use as much or little of
history as you want.
