GEEZ!  No offense here, but it sounds like the player in the example 
needs to get a grip.  You are the Marshal, and sometimes you make 
things up.  It is your god given right as a Marshal to do so.  
Personally, I would think a little heart-to-heart is in order for any 
players acting like whiny little babies like this.  Now if you were 
deliberately altering printed rulings without prior warning just to 
adversely affect the player, I would see where they might get a little 
irate, but not for what you did here, as there is nothing that 
speciffically says the tick does not latch onto the body if it misses 
(at least I don't think there is).
