[HoE] PCs as Villians

I am reminded of an interview I saw with William Davis, who plays Cancer
Man, the most prominent "villain" on the X-Files.
He described his characterization of CM as "Isn't it obvious that he's
really the hero of the whole story?"
I think this is what makes the most chilling villains, the ones who
wholeheartedly believed the are doing the "right" thing, and every "Evil
PC" should have a long list of justifications of why their activities
are for the greater good. Their views don't have to reflect the rest of
the world's, but they should be internally consistent.
