We play that armor doesn't provide any protection at all, unless it's something like
power armor.  Kevler isn't that good against explosives, since it cant stop the
compression wave.  It would help against shapnel, but thats about it.

This avoids the problem of players taking 60 points of damage and having their armor
absorb almost all of it.

Of course, YMMV.

Roll hit location.  Head/arms/upper body are hit, anything else ignored.
