It seems clear to me, and pretty powerful: when it comes time
to buy level 6, you pay as if it were level 3.  That is, you pay
3 bp instead of 2x6=12.  When you buy level 9, you pay 2x6=12
rather than 2x9=18.

This is using bounty points, of course, NOT initial character
points!
