It doesn't make sense. He heard his partner's gun go off. Why would he
care where the bullet was headed? He was fighting someone else. By the
time he realized something was up the bullet was already in him. Yeah,
they're heroes, but they still have to obey the basic laws of time.
Besides how contrived would it be to say:
"Ok, but you have to make a 21 cognition check first to realize it's
coming at you."
"So basically you're saying I can't do it."
"Yeah, basically."
