Could anyone in Rescue respond to the following question?

In the case Susan described, the pyr bit someone's boyfriend. A trainer
assessed and didn't find the dog to show aggression. Does rescue in general
make the attempt to determine the circumstances of a bite case? Or is the
position simply that any bite for any reason cannot be tolerated- and the
pyr in question is thus labelled "aggressive"?

I'm not flaming anyone here or casting blame. I'm genuinely curious as to
what the policy is- that determines whether a bite, regardless of the
circumstances, automatically classifies a dog as aggressive.
