Becky, I've waited a little while to reply.  This is a subject that gets
me so mad these days.  At least your GSD neighbor appears decent, that's
more than we get down here in Texas, where the attitude seems to be," my
dog is supposed to be able to run free, it's a dog ".  I've lost as many
as 14 chicken's in one dog attack ( the birds are in an enclosed yard
with wire over the top, and steel in the ground! )  People always are
willing to kill coyotes in this state, but I never have a problem with
them, it is always the dogs!

Currently when we walk we have an absolutely manic G.S. Pointer.  I can't
even imagine a hunter/gun dog this nasty or neurotic, it just amazes me. 
The other day this dog charges up to my gang, snarling and snaps at
Silver's face.  She stood her ground, and just tucked her face in enough
to miss the snap.  They all stand there, not the least bit concerned, at
full attention, looking at this dog like. " are you an idiot or something
"?  I really am to the point that I would like them to just plain get
this dog!  The people look at you like, " well just don't walk your dog
".
