Yes Lauri, I would assume at the withers too for measuring but honestly I
have seen it done higher up. When I used to bother about measuring (older
and more cynical now!) my husband would put a book (usually Paul Strang's
first book) at the withers and I would measure from the bottom of the book
to the floor. With multiple dogs since then who has time and they wouldn't
keep still long enough these days!!
