My main concern is that he might have Megaesaphogus.  A condition 
where the esophagus is dilated and the normal peristalsis that 
transports the food to the stomach does not take place.  Since this 
only happens with water, not food also, it seems unlikely.

That is why I asked if he was free fed.  Dogs with this condition eat 
small amounts frequently.  I don't remember you stating his age, but 
he might just be a thirsty puppy.  Don't withhold water too much, 
only before and after heavy exercise.  Especially if it is hot where 
you live.  If this is something that just developed, I would observe 
him closely.  If it continues, a trip to the vet is advised.
