Doug, Electronic collars can be adjusted to be so mild that I can't even feel it. And yes, they can be adjusted to be strong like an electric fence. But I used it on myself before I EVER put it on my dog, and I find it less "hurtful" than a "choke" collar or even a flat collar. Holly
