I have to say that big cardboard boxes are a favourite here too as are
cardboard egg cartons.  Milou is always scanning the recycling box for these
;-).  Halley's favourite at the moment is an old sheepskin car steering
wheel cover donated by a workmate of mine.

I have found making my own toys works too. All you really need are two
circles (or any other shape) of material (can be anything - even bits of old
towels) and some cushion stuffing. Just stitch the two pieces together
inside out leaving a gap at one end.  You can go round a few times too to
make it stronger.  Then turn it out the right way, stuff it and sew it up.
I make several at a time and even if they don't last long, you haven't spent
heaps of money on them.

Another good one, used a lot by Customs dogs as a reward tug toy is a hand
towel or face cloth rolled up and secured a few times with duct tape wrapped
around it (or you could stitch it too I guess).
